What kinds of stuff does he use it for? For basics, I'd definitely do Firefox w/No script & adblock (with autoupdater). Others are Skype, IM (I use pidgin but largely a matter of taste), a backup plan (Mozy? JungleDisk?). Might want to consider Windows SteadyState to protect him from malware issues. Of course, you'll probably want some kind of virus/malware detection. I'd recommend periodic scans rather than real-time protection.

AVG Free and Microsoft Windows Defender...Flash, Java, Chrome...some sort of Office suite. Make sure it's got all the latest versions of IE, patches, service packs and everything too. Oh and the free version of Zone Alarm is a good software firewall as well.

I should say that SteadyState doesn't protect against malware per se, but rather provides an easy way to get back to clean state. Another option would be just to use Norton Ghost or TrueImage to create an image from which you can restore.

Perhaps not for this case, I'm still investigating it myself. It gives a lot of options of what kinds of things get unwound, and when (such as logoff). It also lets you restrict what kinds of features are visible to users.
